Dear Mr. President,
From your letter dated February 5, 2014, received after signed agreement between the three parties interested in organizing the Carpfishing World Championship (CWC) event, we note that the right to organize the 2014 Carpfishing World Championship was awarded to Romania, not AGVPSR .
I understand and agree that today at the date hereof, AGVPSR appeares as a representative of Romania to the FIPS / CIPS and it is virtually the only institution that can work with FIPS, as your international federation statuts, to organize CWC 2014.
On the other hand we do not want to understand that your request is a personal forecast for the ..... Congress CIPS decision of 5 April 2014, when CIPS Congress will decide on the basis of official documents issued by the Romanian Government, official documentes that we’ve sended to you, if AGVPSR is or not the representative of Romania, given that in his own country has lost the right to represent the sport fishing. It’s a ..... decision of the utmost importance, which has the right to be tried fairly and lawfully, in accordance with FIPS and CIPS Statute .
Until the decision of Congress do not want in any way to interfere in our statutory relationship with AGVPSR. Support offered by us is required by Roman Law and is offered unconditionally strictly based on national interest, which we assume to understand as a good patriots .
Therefore , in our desire to not adversely affect in any way the organization of CM 2014 in Romania, a Tripartite Understanding Protocol was signed between FRPS , AGVPS and Rig Service. In it, is provided, is accepted and assumed by all 3 parties ( including AGVPSR ) that each institution will contribute according to the laws , statutes and their legal duties in organizing this international event.
In this respect FRPS has signed a Cooperation Protocol with AGVPSR and RIG SERVICE in order to authorize also nationally, according to Romanial Law, the organization of this international event which was held two years ago with such appreciation from participants. Basically, following protocol and having the legal ability to do so, we have already made the first step towards the international legality of the competition, obtaining approvals form Ministry of Youth and Sports for CWC 2014 without requiring nothing more than a minimal respect from our partners and top your impartiality in our current and possible ..... relationship with FIPS.
In conclusion, we are willing to respect the Tripartite Protocol literally, amicably and in full cooperation with the other two institutions involved, as Romania to organize an exceptional Carpfishing World Championship 2014, both organizational and sporting prowess.
